Rule 8-13# The Punjab Hospital Waste Management Rules, 2014

8. میڈیکل سپرنٹنڈنٹ کی مزید ذمہ داریاں (Responsibilities of Medical Superintendent)

میڈیکل سپرنٹنڈنٹ (Medical Superintendent) درج ذیل ذمہ داریاں بھی ادا کرے گا:
(d) ویسٹ مینجمنٹ پلان (waste management plan) کے نفاذ، مانیٹرنگ (monitoring)، اور نظرِ ثانی (review) کی نگرانی کرے اور یہ یقینی بنائے کہ پلان ہمیشہ تازہ ترین (up to date) رہے۔
(e) ہسپتال کے ویسٹ آڈٹ (waste audit) کا بندوبست کسی بیرونی ایجنسی (external agency) کے ذریعے کرے، جس میں درج ذیل امور شامل ہوں:
• موجودہ ویسٹ اسٹریم (waste stream) کا تجزیہ (analysis)۔
• موجودہ ویسٹ مینجمنٹ طریقہ کار (waste management practices) کا جائزہ، ضلعی کوآرڈینیشن آفیسر (District Coordination Officer – DCO) یا اس کے مجاز نمائندہ (authorized officer) سے مشاورت کے ساتھ۔
(f) ویسٹ مینجمنٹ پلان (waste management plan) کے مؤثر نفاذ کے لیے مناسب مالی (financial) اور افرادی وسائل (manpower resources) مختص کرے۔
(g) تمام متعلقہ ہسپتال اسٹاف کے لیے مناسب تربیت (training) اور ریفریشر کورسز (refresher courses) کا اہتمام کرے۔

9. شعبہ جات کے سربراہان کی ذمہ داریاں (Responsibilities of Heads of Departments)

شعبہ جات کے سربراہان (Heads of Departments) اپنے متعلقہ شعبہ میں پیدا ہونے والے ویسٹ (waste) کے درست انتظام کے ذمہ دار ہوں گے، اور خاص طور پر درج ذیل امور انجام دیں گے:
(a) یہ یقینی بنائیں کہ ان کے شعبہ میں تمام ڈاکٹرز (doctors)، نرسز (nurses)، اور کلینیکل اسٹاف (clinical staff) ویسٹ مینجمنٹ (waste management) کے طریقہ کار سے واقف ہوں اور مناسب تربیت یافتہ ہوں۔
(b) صفائی کے عملے (sanitary staff) کی مناسب نگرانی کا بندوبست کریں تاکہ ویسٹ مینجمنٹ طریقہ کار پر ہمیشہ عمل ہو۔
(c) ویسٹ مینجمنٹ آفیسر (Waste Management Officer) سے رابطے میں رہیں تاکہ ویسٹ مینجمنٹ پلان (waste management plan) کے نفاذ میں کسی کوتاہی یا غلطی کی مؤثر نگرانی اور رپورٹنگ (reporting) کی جا سکے۔

10. انفیکشن کنٹرول آفیسر کی ذمہ داریاں (Responsibilities of Infection Control Officer)

انفیکشن کنٹرول آفیسر (Infection Control Officer) درج ذیل امور کا ذمہ دار ہوگا:
(a) انفیکشن کنٹرول (infection control) اور ویسٹ ڈسپوزل سسٹم (waste disposal system) کے معیار سے متعلق مشورے فراہم کرنا۔
(b) ہر اسٹاف کیٹیگری (staff category) کے لیے تربیت کی ضروریات کی نشاندہی (identification) کرنا۔
(c) محفوظ ویسٹ مینجمنٹ (safe waste management) کے طریقہ کار پر تربیتی پروگرام (training programs) اور ریفریشر کورسز (refresher courses) کا اہتمام کرنا۔
(d) روزانہ اور ماہانہ بنیاد پر پیدا ہونے والے ویسٹ (waste) کی درست ڈاکیومنٹیشن (documentation) کو یقینی بنانا۔

11. چیف فارماسسٹ کی ذمہ داریاں (Responsibilities of Chief Pharmacist)

چیف فارماسسٹ (Chief Pharmacist) فارماسوٹیکل اسٹورز (pharmaceutical stores) کے مؤثر انتظام کا ذمہ دار ہوگا، اور خاص طور پر درج ذیل امور انجام دے گا:
(a) فارماسوٹیکل ویسٹ (pharmaceutical waste) کے انتظام سے متعلق مناسب طریقہ کار کی تیاری پر مشورہ دینا اور ان کے نفاذ (implementation) کی ہم آہنگی (coordination) کرنا۔

سینئر میٹرن (Senior Matron) اور ہیڈ آف ایڈمنسٹریشن (Head of Administration) درج ذیل امور کے ذمہ دار ہوں گے:
(a) نرسنگ اسٹاف (nursing staff)، لیبارٹری اسٹاف (laboratory staff)، میڈیکل اسسٹنٹس (medical assistants)، صفائی کے عملے (sanitary staff) اور سویپرز (sweepers) کو ویسٹ مینجمنٹ (waste management) کے طریقہ کار اور ذاتی حفظانِ صحت (personal hygiene) پر تربیت دینا۔
