2.1 اسموگ پالیسی 2017

پنجاب حکومت نے لاہور ہائی کورٹ کی جانب سے قائم کردہ اسموگ کمیشن کی سفارشات پر 2017 میں پنجاب کی تاریخ کی پہلی “پالیسی اور ایکشن پلان برائے کنٹرول، کمی، مشاورت اور حفاظتی اقدامات برِ وقت شدید اسموگ کی صورت میں” جاری کی۔ یہ پالیسی ماحولیات کے وسیع تر پہلوؤں کا احاطہ کرتی تھی۔ کمیٹی متعلقہ تمام محکموں اور اداروں کی جانب سے اسموگ کی روک تھام اور کنٹرول کے لیے کیے گئے اقدامات کی پیش رفت کی نگرانی کرتی ہے۔

وزیراعلیٰ پنجاب نے صوبے بھر میں اسموگ کی صورتحال کی نگرانی کے لیے وزیر خزانہ پنجاب کی سربراہی میں ایک وزارتی کمیٹی بھی تشکیل دی۔ اسموگ کو پنجاب بھر میں “آفت” قرار دیا گیا ہے، جسے پنجاب نیشنل کلیمیٹیز (پریوینشن اینڈ ریلیف) ایکٹ 1958 کے تحت ریلیف کمشنر پنجاب نے نوٹیفائی کیا۔ اسی تناظر میں روایتی بھٹوں (برِک کلنز) کے آپریشن پر پابندی عائد کی گئی اور زگ زیگ ٹیکنالوجی اپنانے کی حوصلہ افزائی کی گئی۔

مزید برآں، دھان کی کٹائی کے موسم کے دوران فصلوں کی باقیات جلانے پر ایکٹ 1958 کی دفعہ 4(2)(h) اور ضابطہ فوجداری کی دفعہ 144 کے تحت پابندی لگائی گئی۔ سیٹلائٹ کے ذریعے فائر اسپاٹس کی نگرانی کی گئی اور خلاف ورزی کی صورت میں قانونی کارروائی کی گئی۔

اعلیٰ عدلیہ بھی صوبائی اور مقامی انتظامیہ کے لیے فضائی آلودگی کے کنٹرول سے متعلق اقدامات کا سختی سے جائزہ لیتی ہے اور اصلاحی ہدایات جاری کرتی ہے۔ جونہی AQI (ایئر کوالٹی انڈیکس) بڑھتا ہے، عوامی تشویش میں اضافہ ہوتا ہے۔ پنجاب حکومت سال بھر اسموگ اور فضائی آلودگی سے نمٹنے کے لیے جامع حکمت عملی اپنانے کی کوشش کر رہی ہے۔

پالیسی میں ہوا میں موجود کیمیائی اور جسمانی آلودہ اجزاء کے ذرائع کی نشاندہی کے ساتھ ساتھ ایک عملی منصوبہ بھی شامل تھا۔ اسموگ کی شدت کم کرنے کے لیے درج ذیل اقدامات تجویز کیے گئے:

  • کم سلفر والا فیول استعمال کرنا

  • گاڑیوں کے لیے یورو-II اخراج معیار اپنانا

  • وہیکل پولوشن کنٹرول ڈیوائسز کی تنصیب

  • بہتر ٹریفک مینجمنٹ

  • بلدیاتی فضلہ اور فصلوں کی باقیات جلانے پر کنٹرول

  • شدید فضائی آلودگی کی پیش گوئی اور نگرانی کی صلاحیت میں اضافہ

  • سڑک کناروں اور تعمیراتی مقامات سے اڑتی دھول پر قابو پانا

  • منصوبہ بندی کے تحت شہری و صنعتی ترقی

  • ماحول دوست صنعتی عمل

  • علاقائی ماحولیاتی معاہدات

پالیسی میں خطرات کی مقدار جانچنے کا ایک طریقہ بھی متعارف کرایا گیا، جس کے مطابق ایئر کوالٹی انڈیکس کو فضائی معیار کی حالت کا پیمانہ بنایا گیا اور اسی بنیاد پر متعلقہ کارروائی کا تعین کیا جاتا ہے۔
