(1) یہ قواعد (Rules) ’’پنجاب ماحولیاتی تحفظ (اختیارات کی منتقلی برائے ماحولیاتی منظوری) قواعد 2017‘‘ (Punjab Environmental Protection (Delegation of Powers for Environmental Approvals) Rules 2017) کہلائیں گے۔
(2) یہ قواعد فوراً نافذ العمل ہوں گے (They shall come into force at once).

2. تعریفات (Definitions):

(1) ان قواعد (Rules) میں:

(a) “ایکٹ” (Act) سے مراد ’’پنجاب ماحولیاتی تحفظ ایکٹ 1997‘‘ (The Punjab Environmental Protection Act, 1997 (XXXIV of 1997)) ہے۔

(b) “ایجنسی” (Agency) سے مراد ’’صوبائی ماحولیاتی تحفظ ایجنسی‘‘ (Provincial Environmental Protection Agency) ہے جو ایکٹ کی دفعہ 5 کے تحت قائم کی گئی ہو۔

(c) “کمشنر” (Commissioner) سے مراد ’’پنجاب سول ایڈمنسٹریشن ایکٹ 2017‘‘ (Punjab Civil Administration Act 2017 (III of 2017)) کے تحت مقرر کردہ کمشنر ہے۔

(d) “کمیٹی” (Committee) سے مراد ان قواعد کے تحت قائم کردہ کمیٹی ہے۔

(e) “ڈویژن” (Division) سے مراد ’’پنجاب لینڈ ریونیو ایکٹ 1967‘‘ (Punjab Land Revenue Act, 1967 (XVII of 1967)) کے تحت قائم کردہ ڈویژن ہے۔

(f) “نامزد افسر” (Notified Officer) سے مراد ایجنسی (Agency) کا وہ افسر ہے جو ضلعی سطح پر قواعد کے تحت نوٹیفائی (Notified) کیا گیا ہو۔

(g) “حکومت” (Government) سے مراد ’’حکومتِ پنجاب‘‘ (Government of the Punjab) ہے۔

(h) “قواعد” (Rules) سے مراد ’’پنجاب ماحولیاتی تحفظ (اختیارات کی منتقلی برائے ماحولیاتی منظوری) قواعد 2017‘‘ (Punjab Environmental Protection (Delegation of Powers for Environmental Approvals) Rules 2017) ہیں۔

(i) “سیکرٹری” (Secretary) سے مراد ’’حکومت پنجاب کے محکمہ تحفظِ ماحولیات‘‘ (Environment Protection Department, Government of the Punjab) کے سیکرٹری ہیں۔

(2) اگر کسی اصطلاح کا مطلب ان قواعد میں متعین (defined) نہ ہو تو اس کا مطلب وہی ہوگا جو ایکٹ (Act) میں دیا گیا ہے۔
