قاعدہ 3 – Application (درخواست) برائے Environmental Approval (ماحولیاتی منظوری)

اگر کوئی شخص (Proponent) کوئی ایسا Project (منصوبہ) بنانا چاہتا ہے جو Schedule-I میں درج ہو، تو وہ اس Project کی Environmental Assessment (ماحولیاتی جانچ) متعلقہ ضلع کے Notified Officer (نامزد افسر) کو دے سکتا ہے۔
اس کے ساتھ فیس کی ادائیگی کی رسید بھی دینا ضروری ہے۔

قاعدہ 4 – Preliminary Scrutiny (ابتدائی جانچ)

Notified Officer (نامزد افسر) جب Environmental Assessment وصول کرے گا تو وہ 10 دن کے اندر، Commissioner (کمشنر) کی اجازت سے یہ کام کرے گا:
(a) دیکھے گا کہ Environmental Assessment مکمل ہے یا نہیں؛
(b) اگر معلومات کم ہوں تو مزید Information (معلومات) مانگے گا؛
(c) یا اگر ضرورت ہو تو وجوہات کے ساتھ Assessment واپس کر دے گا تاکہ Proponent (درخواست دہندہ) اسے درست کر سکے۔

قاعدہ 5 – Review (جائزہ)

(1) Notified Officer قاعدہ 4 کے بعد 15 دن کے اندر Environmental Assessment کا جائزہ لے گا۔
(2) اگر ضرورت ہو تو وہ کسی Expert (ماہر) یا Committee of Experts (ماہرین کی کمیٹی) سے مشورہ لے سکتا ہے جو Agency (ایجنسی) نے مقرر کی ہو۔
(3) Notified Officer چاہے تو Project Site (منصوبے کی جگہ) کا معائنہ بھی کر سکتا ہے۔
