8. خصوصی صنعتیں (Special Industries):

(1) Rule 4 (قاعدہ 4) کی دفعات کو متاثر کیے بغیر، Director-General (ڈائریکٹر جنرل) کسی بڑے صنعتی یونٹ کو، جس کی pollution level (آلودگی کی سطح) انتہائی زیادہ ہو، “Special Industry (خصوصی صنعت)” کے طور پر درجہ بند کر سکتا ہے۔

(2) Rule 5 (قاعدہ 5) میں بیان کردہ تقاضوں کی تکمیل کے علاوہ، ایک Special Industry (خصوصی صنعت) کو ان عوامل (parameters (عوامل)) اور اس فریکوئنسی (frequency (تعدد)) کے مطابق Environmental Monitoring Reports (ماحولیاتی نگرانی رپورٹیں) جمع کرانی ہوں گی، جیسا کہ Director-General (ڈائریکٹر جنرل) ضروری سمجھے۔

9. Environmental Monitoring Report (ماحولیاتی نگرانی رپورٹ):

(1) ایک Environmental Monitoring Report (ماحولیاتی نگرانی رپورٹ) تین حصوں پر مشتمل ہوگی:

  • Liquid Effluents Monitoring Report (سیال فضلہ نگرانی رپورٹ)،

  • Gaseous Emissions Monitoring Report (گیسی اخراج نگرانی رپورٹ)، اور

  • ایک Cover Sheet (کور شیٹ)،
    جو بالترتیب Schedule VI (شیڈول VI) کے Forms A, B اور C (فارمز A، B اور C) کی شکل میں ہوں گے۔

(2) کسی industrial unit (صنعتی یونٹ) کی طرف سے جمع کرائی جانے والی Environmental Monitoring Report (ماحولیاتی نگرانی رپورٹ) میں شامل تمام priority parameters (ترجیحی عوامل) کی پیمائش Certified Environmental Laboratory (تصدیق شدہ ماحولیاتی لیبارٹری) کی test reports (ٹیسٹ رپورٹس) پر مبنی ہوگی، اور ان کے مصدقہ نقول رپورٹ کے ساتھ منسلک کی جائیں گی۔
بشرطِ یہ کہ ایسی Certified Environmental Laboratories (تصدیق شدہ لیبارٹریز) متعلقہ industrial unit (صنعتی یونٹ) کا حصہ نہ ہوں، نہ ہی اس کی Associated Company (وابستہ کمپنی) یا Associated Undertaking (وابستہ ادارہ) ہوں۔

(3) Gaseous Emissions Report (گیسی اخراج رپورٹ) میں وہ priority parameters (ترجیحی عوامل) شامل ہوں گے جو Schedule VII (شیڈول VII) میں درج ہیں، اور اس میں ہر دو (2) سال بعد تمام gaseous emissions (گیسی اخراجات) کی metal analysis (دھاتوں کا تجزیہ) بھی شامل کیا جائے گا۔

10. Sampling, Testing and Analysis (نمونہ لینا، جانچ اور تجزیہ):

Effluents (سیال فضلہ)، Gaseous Emissions (گیسی اخراجات) اور Waste (فضلہ) کے نمونے لینے، جانچ اور تجزیہ کے تمام مراحل Environmental Samples Rules, 2001 (ماحولیاتی نمونے کے قواعد 2001) کے مطابق انجام دیے جائیں گے۔

11. Monitoring Conditions of EIA Approval (EIA منظوری کی نگرانی کی شرائط):

ان قواعد کی دفعات EIA (Environmental Impact Assessment – ماحولیاتی اثرات کے جائزے) کی منظوری میں طے شدہ نگرانی کی شرائط کے علاوہ ہوں گی، ان کی خلاف یا منسوخی میں نہیں۔
