1. مختصر عنوان اور آغاز (Short title and commencement):

(1) ان قواعد (Rules) کو نیشنل انوائرنمنٹل کوالٹی اسٹینڈرڈز (صنعتی خود نگرانی اور رپورٹنگ کے قواعد)، 2001 کہا جائے گا۔
(2) یہ قواعد فوراً نافذ العمل (come into force at once) ہوں گے۔

2. تعریفات (Definitions):

(1) ان قواعد میں، جب تک سیاق و سباق میں کوئی تضاد نہ ہو، درج ذیل اصطلاحات کے معنی یہ ہوں گے:

(الف) “قانون (Act)” سے مراد پاکستان ماحولیاتی تحفظ ایکٹ، 1997 (Pakistan Environmental Protection Act, 1997 – XXXIV of 1997) ہے۔

(ب) “وابستہ کمپنی اور وابستہ ادارہ (Associated Company and Associated Undertaking)” سے مراد وہی مفہوم ہے جو کمپنی آرڈیننس، 1984 (Companies Ordinance, 1984 – XLVII of 1984) میں بیان کیا گیا ہے۔

(ج) “تصدیق شدہ ماحولیاتی تجربہ گاہ (Certified Environmental Laboratory)” سے مراد وہ تجربہ گاہ ہے جسے پاکستان ماحولیاتی تحفظ ایجنسی (Certification of Environmental Laboratories) Regulations, 2000 کے تحت تصدیق (certification) دی گئی ہو۔

(د) “ڈائریکٹر جنرل (Director General)” سے مراد وفاقی ایجنسی (Federal Agency) کا ڈائریکٹر جنرل ہے۔

(ہ) “ماحولیاتی نگرانی کی رپورٹ (Environmental Monitoring Report)” سے مراد وہ رپورٹ ہے جو کوئی صنعتی یونٹ (industrial unit) وفاقی ایجنسی کو ترجیحی عوامل (priority parameters) کے بارے میں جمع کراتا ہے۔

(و) “صنعتی یونٹ (Industrial Unit)” سے مراد کوئی بھی قانونی ادارہ (legal entity) ہے جو صنعتی سرگرمی (industrial activity) انجام دے رہا ہو۔

(ز) “آلودگی کی سطح (Pollution Level)” سے مراد فی پیداوار یونٹ (per unit of production) کے حساب سے آلودگی کے یونٹس کی تعداد ہے، جو Pollution Charge for Industry (Calculation and Collection) Rules, 2001 کے تحت طے کی جاتی ہے۔

(ح) “ترجیحی عوامل (Priority Parameters)” سے مراد National Environmental Quality Standards (NEQS) کے وہ عوامل ہیں جن کی بنیاد پر صنعتی یونٹ وفاقی ایجنسی کو ماحولیاتی نگرانی کی رپورٹ (Environmental Monitoring Report) جمع کرانے کا پابند ہے۔

(ط) “شیڈول (Schedule)” سے مراد ان قواعد کے ساتھ منسلک شیڈول ہے۔

(2) ان قواعد میں استعمال ہونے والے دیگر تمام الفاظ و اصطلاحات جن کی وضاحت یہاں نہیں کی گئی، ان کے معنی وہی ہوں گے جو قانون (Act) میں دیے گئے ہیں۔
